M.Phil questionnare(2007-2009)
Considering Saswata and Bijoya’ s proposed inclusion of questions in the Field questionnaire, I am proposing some questions which may be relevant for the purpose:
For the Panchayat Secretary:
1. Do you have any data on migrating people in your GP before the implementation of NREGS ? yes/no
2. If yes , please provide the data.
3. Which types of people are migrating from your GP?
4. Do you think that tendency of migration has reduced after the implementation of NREGS from your GP?
5. If no, why?
6. Do you have any development plan under NREGS?
For the Gram Panchayat members:
1. Do you know the priority areas of work under the NREGS scheme? Yes/no
2. If yes please mention some of those ( at least five):
3. What are the major features of ‘100 days work’ ( please tick)
a. To provide every adult members volunteer to do unskilled manual work
b. To provide not less than 100 days in a financial year
c. disbursement of daily wages on a weekly basis
d. wage not less than 60 rupees per day
e. villagers should give work within 15 days after application
f. If not he/she will be entitled to unemployment allowance
g. scheme to be implemented by GP based on the recommendation of Gram Sanshad
h. Gram shabha shall monitor execution of work
i. Creation of durable assets
j. At least on third of the beneficiaries shall be women who have registered and requested to work
k. At least fourteen days continuous work
l. Employment should within five km radius of the village
4. Do the people of your Gram Sanshad migrate for work after implantation of NREGS?
5. If yes, why?
6. Do you think that implementation of NREGS is helpful in arresting out migration?
7. If no, why?
8. As a representative, are you facing any difficulty in getting work for everybody within limited opportunities under NREGS?
9. Or, How do you manage if the number of villagers who intend to work are more than the mandays created the NREGS? Is there any preference of selection ?
For the Household members:
I think whenever one ask questions among villagers on NREGS , one should refer ‘100 days work’ instead of NREGS because people are more acquainted with the former term.
Instead of approaching questions about ‘100 days work’ as proposed by Saswata , we may start like:
1. Do you know the’100days work’? yes/no
2. If yes , from where you got the information first ?
3. What are the major features of ‘100 days work’ ( please tick)
